Other utility costs may NOT be billed as heating assistance costs except when the cost of heat cannot be differentiated from the total fuel cost. Electric utility costs will be presumed to be 25% of the total metered residential usage. This presumed electric utility cost may NOT be rebilled to LIHEAP.
